Business and Planning Act 2020

The Bill includes alcohol licensing, including delivery of alcohol and pavement licences.

Premises with a licence authorising sales of alcohol for consumption on the premises only, automatically have “off-sales” added to their licence, if they haven’t already got it on their licence already.

Where premises are permitted to sell alcohol on and off the premises, the off-sales can be taken away from the premises for consumption elsewhere.
The automatic addition of “off sales” to premises licences is a temporary measure that will end on 30 September 2021. (unless further extended by the Government).

The added “off-sales” are for the same hours that the premises have for on-sales.
No applications have to be made to the authorities, and no fee is payable. Responsible authorities do not need to be consulted on this and there is no option for them to object.

If as a licensee, you want longer hours for off-sales, (longer than your on-sales), you can still make an application to vary the licence, as per normal.

There is the potential for Licensing Authorities to review the “off-sales” element of the licence if problems are encountered once added to your licence.
